Track record of the founder
The career of Lcdo. Roberto Carlos Pagán was built inside Puerto Rico’s public sector. As director of economic development, federal program administrator, and official in executive agencies, he developed an operational — not theoretical — understanding of the systems and challenges organizations face in regulated environments.
His experience spans the federal programs of greatest complexity and volume in Puerto Rico: Head Start and early childhood, WIOA and workforce, community economic development, and a portfolio of initiatives funded by HHS, DOL, USDA, and other federal agencies.
